Yes, I filed Freedom of Information requests to find this out, from both the provincial and municipal governments.

Then realizing I had them trapped, they did a feasibility study for 2kms of E&N trail and then decided to not build the 2-km section.

If you do not believe me, contact the city of Nanaimo and ask them for the feasibility study for the E&N trail. If you do contact them, let me know what they told you; they will probably try to pawn you off with the 2-km study they did, and hope that ends your investigation because, according to the city, the feasibility study goes from Woodgrove to Chase River, but they are not telling the truth.
